Please does one know why I get the error message "Regional Settings failed to load" when I try to install the program? I am trying to reinstall it due to a prior HD crash and now the setup seems to be corrupted somehow.

Open Question: How can I manage IIS in Windows 7?

I recently bought a notebook with Windows 7 Home Basic pre-installed. My work as a developer requires that I test and setup ASP.net websites. I wanted to manage IIS on the notebook, but I didn't find the manager in Administrative tools as usual. After googling this, I found that IIS is installed on this version of Windows but with no IIS management console. Is there any third party software that do this job for me ?
